As part of the American Hospital Association’s (AHA) ongoing mission to improve the health of patients and communities, AHA introduces the Physician Leadership Forum; a new way for physicians and hospitals to advance excellence in patient care. Through the Forum, the AHA will work closely with the medical community to identify best practices and deliver value-based care. The Forum also offers physicians an opportunity to participate in AHA’s policy and advocacy development process while preparing to collaboratively lead the hospitals of the future.
 
As part of the Forum’s efforts to provide resources and keep members apprised of the many issues affecting the delivery of care, we are pleased to present the bi-weekly Forum News and Updates below. We welcome your feedback and input on this resource – please contact us at [email protected].
AHA comments on potential changes to Medicare physician payments
The AHA supports preventing the looming cut to Medicare physician payment rates, but opposes “making drastic cuts solely from providers such as hospitals that are already seeing negative Medicare margins” which could endanger beneficiary access to those providers, the association recently told House Committee on Energy and Commerce Chairman Fred Upton (R-MI).

Many reporting doctors not receiving their Medicare quality bonuses
Of the 1 million physicians eligible to participate in the voluntary-incentive Physician Quality Reporting System (PQRS), only 210,000 chose to do so and of those, only 120,000 received a bonus.

New HPOE guide offers strategies for reducing preventable mortality
A new guide from the AHA’s Hospitals in Pursuit of Excellence initiative outlines key steps in developing a strategy to reduce preventable mortality. The Health Care Leaders Action Guide: Hospital Strategies for Reducing Preventable Mortality supports AHA efforts to help hospitals and health systems improve quality and patient safety and achieve strategic performance commitments to reduce central line-associated bloodstream infections and eliminate preventable readmissions and mortality.

New calculator determines meaningful use
The Center for Medicare and Medicaid Services (CMS) has created a calculator to help those participating in the Medicare Electronic Health Records Incentive Program determine if they’ve met requirements for meaningful use prior to completing the program.

The changing physician-hospital relationship
PricewaterhouseCoopers Health Research Institute recently released the second part of their series on physician-hospital alignment. This new part examines how physicians and hospitals can make alignment work for both sides. The findings come from a survey conducted with 1,000 physicians and hospital leaders on shared governance, compensation, and changing physician practice patterns.

CMS to host conference call on PQRS and eRx incentive programs
On Thursday, May 26 from 2:30-3:30 pm ET, CMS will host a conference call on the 2011 PQRS and E-Prescribing (eRx) Incentive programs, with the focus on ICD-10 Conversion. A question and answer session with CMS subject matter experts will follow the presentation.

HHS announces new patient safety partnership
Health and Human Services Secretary Kathleen Sebelius recently announced the Partnership for Patients – a collaboration with hospitals and others to reduce hospital acquired conditions and preventable hospital readmissions. The initiative will use $1 billion in Patient Protection and Affordable Care Act funding to test models of safer care delivery, promote best practices, and help Medicare patients at high risk for readmission safely transition from the hospital to other care settings.

Face-to-face encounter requirements for hospice and home health
A provision in the new Affordable Care Act mandates that home health agencies and hospices comply with a new face-to-face encounter requirement in order to certify a patient’s eligibility for home health services and recertification of hospice services, both offered through Medicare.

New data from the Society of Hospital Medicine and the Medical Group Management Association shows academic hospitalists earn more than $40,000 less on average than their nonacademic counterparts.
